    Fully agree that Tone at the Middle is at least as important as Tone at the Top. It’s a key message in my governance and compliance training. Middle managers have to operationalise the Top Message, adding to their already heavy workload and stress levels. As a result they often act as an impermeable layer, filtering Executive messages fir employees and concerns from the workfloor that theBoard should hear. A proper compliance officer spends considerable time making sure that Middle Management acts as expected. If the Middke doesn’t signal contradictions between corporate values and reality to the Board, then only a whistleblowing line will be able to achieve this important feedback to the Executive.
